A ready-made pack.mcmeta with the correct pack_format for your game version, plus the folder layout for a datapack or resource pack.
Every datapack and resource pack must contain a pack.mcmeta at its root. It declares the pack format — the version the pack was built against. If the value doesn't match the game version, the pack simply won't load.
This value is the most common source of trouble when assembling your own datapack, because it changes with nearly every game update.

At the root of the archive, level with the data and assets folders. Placing it inside data means the game will not find the pack.
A datapack changes game behaviour: recipes, loot tables, functions and advancements. A resource pack changes appearance: textures, sounds, fonts and models.
Usually a wrong pack_format, or a namespace folder starting with a capital letter. Folder names must be lowercase.
pack_format 48 is the value for the version above. A wrong value stops the game from loading the pack.
